Recently, Professor Song Zhimin of HNUST received a reply from the Legislative Affairs Commission of the NPC Standing Committee on her legality deliberation and proposal for the Provisional Regulations on the Collection of Social Insurance Premium. The Legislative Affairs Commission has fully adopted the proposal put forward by Song Zhimin and her graduate student Gu Run, which directly promoted the abolition of related regulations and links up with the higher-level law.

Song Zhimin said that this was the significant progress of her project supported by national social science fund, an important way for HNUST to answer the call of the integration of the national rule of law, and a concrete reflection of the innovation of the graduate training model.

Colleges and universities are the front line of law students' cultivation. In an active respond to the construction of “New Liberal Arts” in training law graduate students, School of Laws and Public Administration of HNUST adheres to the cultivation concepts of “Education through Scientific Research, Education through Teaching, Education through the Rule of Law Service”, and takes local legislation, legal aid and publicity of the rule of law as the main practical methods to cultivate graduate students' problem consciousness, innovation ability and the spirit of serving the country and the people.

To this end, Legal Service Center of HNUST and Office of Hunan Legal Aid Service Centre in HNUST were affiliated to School of Laws and Public Administration. Gengxi Legal Practice Forum and Local Legislative Research Institute as well as the provincial base for school-locality co-cultivation of graduate students were set up.

Song Zhimin directed her graduate students to participate in all kinds of projects she had presided over, invited them to serve as teaching assistants for her national double-class courses, led them in social service work such as normative document review, local legislation research and drafting, and fully realized the integration of scientific research, teaching and social services in graduate training.
