Recently, "The Regulation of Xiangtan Municipality on Elevator Safety", drawn up by HNUST Legislative Team, has been enforced since March 1st, 2024. This marks the 10th local regulation drafted by our legislative team.
This regulation is the first of its kind in Hunan Province, specifically focusing on the elevator safety management in Hunan Province. It operates within the framework of higher-level laws, including the "Administrative Punishment Law" and "Special Equipment Safety Law", highlighting distinct characteristics as a local regulation. On one hand, it emphasizes system innovation and the optimization of provisions design. It takes a problem-oriented approach, showing its practicality effectively addressing issue; on the other hand, it clarifies the coordinated supervision responsibilities of governmental bodies at all levels. It also assigns additional responsibilities to property service enterprises and establishes clear guidelines for those accountable for the use and management of elevators.
In recent years, HNUST made significant advancements in the development of legislation and other related disciplines. It has formed a dedicated legislative team and established the Institute of Local Legislation. HNUST was approved as the legislative research base of the Standing Committee of Hunan Provincial People's Congress. Professor Song Zhimin, deputy dean of the School of Law and Public Administration and head of the legislative team, highlighted that the school has presided over nearly 20 national and provincial legislative projects and spearheaded the drafting of around 30 local legislation drafts and normative documents for party and government. Additionally, they have actively participated in over 200 activities related to legislative research, argumentation, and consulting. Furthermore, the school has been conducting more than 50 law lectures every year, contributing to the construction of a comprehensive training system for local legislation professionals. Through these efforts, they are actively contributing their expertise and resources to the development of the rule of law in China.
