On September 28, 2022, the School of Discipline Inspection and Supervision of HNUST was officially inaugurated, and the Forum on the Practical Path and Theoretical Innovation of Anti-corruption by Rule of Law in the New Era was held.

The ceremony was presided over by Liu Youjin, Deputy Secretary of the Party Committee of HNUST. Leaders from the Ministry of Justices, the Standing Committee of Hunan Provincial People's Congress, the Provincial Commission for Discipline Inspection and Supervision, and other superior departments, as well as cadres of discipline inspection from more than 20 colleges and many experts and scholars in related fields, attended the events. President Zhu Chuanqu and Vice President Liao Xiangyue of HNUST, representatives of the relevant functional departments, teachers, and students were present as well.

Xie Yong, former Deputy Director of the Standing Committee of the Hunan Provincial People’s Congress and member of the Supervision and Judicial Committee of the National People’s Congress fully recognized the achievements of HNUST in the construction of discipline inspection and supervision and encouraged the university to make greater contributions to anti-corruption in the new era.

Jiang Ming'an, a professor at Peking University, emphasized that the main feature of China's rule of law against corruption in the new era lies in adhering to the unified leadership of the CPC and achieving full coverage of anti-corruption.

Lei Guiping, a second-level inspector of the Hunan Provincial Department of Education, proposed that HNUST should further shoulder its responsibilities and make new contributions to the high-quality development of Hunan education and the implementation of the “three highlands and four new schools” strategy (the development goal proposed by President Xi during his inspection in Hunan Province in September 2021).

Li Jiyang, member of the Standing Committee of Xiangtan Municipal Committee, praised the ceremony as an innovative, pragmatic, and long-term initiative to promote discipline inspection and supervision.

Cao Shengyuan, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission of Hunan University, on behalf of the other sister universities, stated that universities should strive to tell the Chinese stories of anti-corruption in academic language and build a research community for discipline inspection and supervision.

President Zhu Chuanqu noted that HNUST would take responsibility for providing quality and efficient services for the Party and the country.

After the ceremony, Peng Liwei, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Committee of Central South University, presided over the Exchange Meeting on Discipline Inspection and Supervision Work in Universities, and Liao Xiangyue, member of the Party Committee and Vice President of HNUST, hosted the Forum on the Practical Path and Theoretical Innovation of Anti-corruption by Rule of Law in the New Era.

At the exchange meeting, leaders of major colleges and universities exchanged views on the characteristics and difficult work of their respective schools, the construction of inspection and supervision disciplines and colleges work and related issues, putting forward many valuable opinions and suggestions. All participants agreed to HNUST’s proposal of forming a cooperation committee of Huxiang Forum of Integrity Colleges Universities. The committee aims to build an exchange platform for discipline inspection and supervision cadres in colleges and universities. It is responsible for the organization of Huxiang Forum of Integrity Colleges and Universities. The committee adopts a one-year rotating chairmanship mechanism, and the chairman will be announced at the closing ceremony of each annual meeting.

In his concluding speech, Xiao Hanxue, Director of the Fifth Supervision Office of the Hunan Provincial Discipline Inspection Commission, stressed that in the discipline inspection and supervision work in colleges and universities, efforts should be made to implement the policy of strict governance, strengthen political supervision on the basis of moral education, improve the efficiency, and realize the standardization, legalization and normalization of work. Key points should be highlighted to reinforce the supervision of weak links and key areas. The cadres should enhance their awareness of the rule of law and procedures, improve their ability and knowledge, and set strict demands on themselves.

At the theme meeting, relevant leaders and professionals made speeches on the frontier of discipline inspection and supervision, putting forward a series of new issues, viewpoints, and countermeasures.
