Vice President Zhao is responsible for student affairs, military training, campus security, and Communist Youth League work. He oversees the Student Affairs Department, the Security Department (Armed Forces Department), and the Youth League Committee. He also serves as the liaison official for the School of Mechanical and Electrical Engineering, the School of Mathematics and Statistics, and the National-Local Joint Engineering Laboratory of Marine Mineral Resources Exploration, Mining Equipment and Safety Technology.

Zhao Qiancheng, male, born in October 1969 in Feixi, Anhui, is a member of the Communist Party of China. He holds a doctoral degree and is a professor and doctoral supervisor. He received his Master's degree in Measurement & Testing Technology and Instruments from Hefei University of Technology in 1996, and his Doctorate in Precision Instruments and Machinery in 2004 from Hefei University of Technology. From 2006 to 2008, he served as Director of the Department of Measurement and Control, School of Mechanical and Electrical Engineering, HNUST. From 2009 to 2010, he served as Vice Dean of the School of Mechanical and Electrical Engineering. From 2010 to 2013, he served as Deputy Director of both the Hunan Provincial Key Laboratory of Machinery and Equipment Health Maintenance and the Ministry of Education Engineering Research Center for Advanced Mining Equipment at HNUST. From 2013 to 2017, he served as Dean of the School of Mechanical and Electrical Engineering. From 2017 to August 2018, he served as Director of the Office of Science and Technology. In September 2018, he became a Member of the Party Committee and Head of the United Front Work Department of HNUST. In April 2021, he was appointed Vice President of HNUST.

He is a discipline leader in Hunan's provincial higher education institutions. He also holds concurrent positions including Vice Chairman of the China Instrument and Control Society, Standing Committee Member of the Visual Inspection Special Committee of the China Society of Image and Graphics, Chairman of the Hunan Provincial Society of Instrumentation, and Chairman of the Xiangtan Society of Mechanical Engineering. His primary research focuses on mechanical measurement, testing, and control. He has served as principal investigator for one project under the National Key Research and Development Program, three General Projects funded by the National Natural Science Foundation of China, and over 20 other projects at the provincial/ministerial level and through industry-university collaboration. He has won one third-class provincial/ministerial-level award for scientific and technological progress. He has been granted 4 invention patents and published over 60 papers in domestic and international journals, with over 30 indexed by SCI and EI.
