Secretary Jiang leads the comprehensive work of both the Party Committee and university administration. He oversees the University Party and Administration Office and acts as the provisional overseer of the Audit Office. He liaises with the School of Civil Engineering and the School of Marxism.

Jiang Lizhong, male, was born in December 1971. He is a member of the Communist Party of China and holds a doctoral degree, with the academic rank of professor. He previously served as Dean of the Graduate School at Central South University. His recent leadership roles include the following：from January 2022 to May 2024, he was a member of the Standing Committee of the Party Committee and Vice President of Central South University. From May 2024 to August 2025, he held the position of Deputy Secretary of the Party Committee and President of HNUST. Since August 2025, he has been serving as Secretary of the Party Committee of HNUST.

His main area of research focuses on civil engineering. He has been recognized as a national-level talent and leads a National Key Field Innovation Team.He was selected for the Ministry of Education's New Century Excellent Talents Program. His accolades include：a Second Prize in the State Scientific and Technological Invention Award, two Second Prizes in the State Scientific and Technological Progress Award, a First Prize in the Hunan Provincial Technological Invention Award, five First Prizes in the Hunan Provincial Scientific and Technological Progress Award, a First Prize in the Ministry of Education’s Scientific and Technological Progress Award, as well as a Special Prize and a First Prize in the China Railway Science and Technology Progress Award.
